<p>Provided is a communication method, wherein a cell suitable for communications with a mobile unit can be selected properly on an MVNO side, when the MVNO provides services by using communication facilities managed by plural MNOs, in combination. In a communication system (10), a manager (100) under the control of the MVNO collects radio quality information from a UE (500) by using the communication channel established between the manager (100) and the UE (500). The manager (100) selects a proper cell on the basis of the collected radio quality information, and informs the UE (500) of that information. Then, the UE (500) is connected or hands over to the proper cell informed of from the manager (100). Thus, the MVNO can collect the radio quality information kept secret on the MNO side, from the UE, so that the selection mistake of the proper cell on the MVNO side can be avoided. As a result, the cell suitable for the communications with the mobile unit can be properly selected on the MVNO side, when the MVNO provides the services by using the communication facilities managed by the MNOs.</p> |
