PROBLEM TO BE SOLVED: To enable forming of a product which is conventionally difficult in sequential forming. SOLUTION: An unprocessed plate material is fixed by a fixing mechanism 22 between support frames 20, 21, and a forming die is mounted on the upper plane of a forming die support device 10. A workpiece is pressed while a tool 30 is moved in the XY direction from above so as to clamp the workpiece along the forming die, a cylinder 23 is lowered, and the workpiece is sequentially formed in the Z direction while the forming die is tilted to a desired angle by forming die tilting mechanisms 11, 12. When the unprocessed material is not sufficiently supported by the tool 30 and the forming die, the fixation by the fixing mechanism 22 is relaxed, and the workpiece is made to move horizontally. When the unprocessed material is of a tubular shape, the support frames 20, 21 are not used. The tool is pressed in the XY direction along the outer shape of the tube, and the unprocessed tube is sequentially formed in the Z direction while tilting it to a desired angle by the forming die tilting mechanisms 11, 12.
