PROBLEM TO BE SOLVED: To provide a fluorescent tissue marker allowing its position to be recognized from outside of internal organs and for locally residing for a long period and a method of producing the same. SOLUTION: First, a vesicle formed by combining a phospholipid and a near-infrared fluorescent dye is incorporated into a hydrophilic solvent to prepare the fluorescent tissue marker having a vesicle cluster where a plurality of capsules are formed and condensed by an emulsifier. Alternatively, a near-infrared fluorescent dye and a phospholipid are added to a first hydrophilic solvent and stirred, the first hydrophilic solvent and an emulsifier are added to a hydrophobic solvent to prepare a suspension, centrifugation is performed using the suspension and a second hydrophilic solvent, thereby producing the fluorescent tissue marker.
