<P>PROBLEM TO BE SOLVED: To suppress a pulsing phenomenon in which picture quality at a boundary of respective GOPs discontinuously changes in a moving picture encoder which adopts GOP structure consisting of an in-screen picture and a plurality of inter-screen prediction pictures. <P>SOLUTION: This moving picture encoder includes: an encoding mode selection part 100 which switches encoding modes by every area to an input frame; a DCT part 101 which divides a picture into small areas, and performs discrete cosine transform by every DCT block to output a DCT coefficient 151; a quantization part 102 which quantizes the DCT coefficient 151 to be output by the DCT part 101; a motion compensation part 106 which compensates a motion between the input frame and a frame input before it to output a motion vector; a pulsing detection part 108 which calculates pulsing strength 159 from the DCT coefficient 151 and the size of the motion vector; and a quantization control part 107 which controls the strength 158 of quantization based on the pulsing strength 159. <P>COPYRIGHT: (C)2011,JPO&INPIT |
