<p><P>PROBLEM TO BE SOLVED: To provide a cement-based material providing enormously high effect on reduction of CO<SB>2</SB>emission, and meeting strength applicable as the structural material of buildings, e.g.≥18 N/mm<SP>2</SP>of 28 days compression strength. <P>SOLUTION: This environmental load-reducing mortar or concrete kneading matter includes cement and an admixture as powdery components, has a water/powder ratio W/B of 20-46%, and a mass ratio (substitution rate) of the admixture occupied in the powder of 80-95%, and excels in suppression of residual unhydrated cement component after curing.
