<p><P>PROBLEM TO BE SOLVED: To provide a developing device and image forming apparatus, wherein a high quality image free from occurrence of developing history (ghost) is output in a hybrid development system. <P>SOLUTION: A nip between a toner carrier and a developer carrier is formed to satisfy all the following conditions. 1. The rotating directions of the toner carrier and developer carrier are counter to each other. 2. A magnetic pole opposite to the toner carrier is disposed on upstream side in the rotating direction of the developer carrier. 3.
