A newly-purchased gas appliance is detected, and is notified to a gas manager. Disclosed is a gas blocking device comprised of a flow rate detection portion (201), a flow rate calculation portion (202), a code extraction portion (206), an initial code learning portion (207), a code maintaining portion (208), a code judging portion (209), an additional code learning portion (210), and an outside communication portion (211). Code patterns (E) are extracted by the code extraction portion (206), and similar code patterns (E) are coordinated as a gas appliance code pattern (F) by the initial code learning portion (207). The code judging portion (209) judges whether or not the gas appliance code pattern (F) and the code patterns (E) maintained in the code maintaining portion (208) are matched in a predetermined range. After that, whether or not a gas appliance is added is judged for the code patterns (E) which are not matched with the gas appliance code pattern, at the additional code learning portion (210). Thus, a gas blocking device (200) detects whether or not a new gas appliance appears at the additional code learning portion (210), and the result can be notified to a gas manager by the outside communication portion (211).
