PURPOSE: An apparatus and a method for changing user environment setting of a mobile communication terminal are provided to convert user environment of mobile communication terminal through user environment setting information. CONSTITUTION: A communication unit(110) receives first network information. A country determining unit(150) determines the country through the identification information included in the first network information. A control unit(140) check the existence of user environment setting information for the determined country, and changes the user environment according to the setting information.
