PROBLEM TO BE SOLVED: To stabilize a curing property and to reduce delaying of curing in a curable silicone-based resin composition using a halogenated compound (especially boron trifluoride-based catalyst) as a curing catalyst. SOLUTION: The curable silicone-based resin composition is used, which contains 5.0-300 pts.mass of a calcium carbonate powder (B) having an average particle diameter of 100 nm or more, 0.1-30 pts.mass of an aminosilane compound (C) having a crosslinkable silyl group and an amino group in the molecule and 0.001-10 pts.mass of the boron trifluoride based catalyst (D), and 100 pts.mass of the curable silicone-based resin (A) having a crosslinkable silyl group in the molecule. As the curable silicone-based resin (A), a resin which has a urethane bond in the molecule and in which the crosslinkable silyl group is a trialkoxysilyl group is preferable, and as the calcium carbonate powder (B), the powder being subjected to surface treatment is preferable.
