It cools the synthetic gas, a synthetic gas that is generated when carbonizing the rice hulls with a pyrolysis gas path in producing the sheath liquid and carbonized rice hulls by supplying rice hulls in a pyrolysis gas path, by sending the gas to the cooling device(10). It firstly refines the synthetic gas which is discharged to the upper side of the cooling device to a bio filter(14). If makes the gas into synthetic-gas by inducing the gas into a secondary filter(16) by making the gas in high temperature. After collecting the gas to send to the gas tank, supply the gas to the gas egine generator with a raw material gas supplying device and drives the gas engine generator.</p>
