PROBLEM TO BE SOLVED: To provide a vibration control device capable of being easily manufactured without applying an adhesive to a rubber member while greatly increasing the durability of the rubber member, and to provide a method of manufacturing the same. SOLUTION: The vibration control device includes a center member 2 fixed to a resin outer cylinder member 5 via the rubber member 3 and a joint intermediate layer 4 encircling it in sequence. The joint intermediate layer 4 is formed of a polyphenylene ether resin or a polyphenylene ether elastomer. The rubber member 3 is formed of rubber formed in two or more inner and outer layers that rubber layers in at least two types of laminated structures are cure-adhered to each other, and the rubber member 3 is composed of an outside rubber member 3a and an inside rubber member 3b formed of styrene-butadiene rubber and natural rubber, respectively.
