PROBLEM TO BE SOLVED: To perform control so as not to allow reactivation during communication, under the situation of transmitting and receiving communication data in the form of an IPsec packet. SOLUTION: A repeater includes a packet transfer unit 3 for repeating the communication packet; an IPsec packet detecting unit 3a for determining whether the communication packet repeated by the packet transfer unit 3 is an IPsec packet which is a communication packet encrypted by an IPsec protocol; and since a reset control unit 6 for controlling so as not to carry out reactivation, when the IPsec packet detection unit 3a determines that the communication packet repeated by the packet transfer unit 3 is an IPsec packet, carrying out reactivation during the communication, under the situation of transmitting and receiving the communication data in the form of an IPsec packet is prevented.
