PROBLEM TO BE SOLVED: To provide a technology for improving efficiency of communication processing by allowing a lower layer to substitute part of processing in a higher layer. SOLUTION: A sender and a recipient are provided with a device for performing retransmission processing in a TCP layer and a device for performing encrypted communication in IPSec. The device operating with the IPSec includes a buffer and a result obtained by encrypting data transmitted from the sender is stored in the buffer. If a retransmission request comes from the recipient, information in the TCP layer is acquired though operating in an IP layer, and corresponding data are redirected to the recipient using encrypted data in the buffer.
