PROBLEM TO BE SOLVED: To provide a method for improving reception quality by the effect of frequency selection diversity. SOLUTION: A base station device estimates propagation path information based on a reference signal informed from a mobile station device, and determines the number of resource block groups and an assignment method according to the propagation path information, wherein a resource block group is a frequency bandwidth assigned to the mobile station device. When the number of resource block groups assigned to the mobile station device is a threshold r or below, a continuous frequency band is assigned, and precoding vector is determined for each resource block group. Specifically, the base station device determines precoding vectors PV (1) and PV (2) to be multiplied by RBG (2) and RBG (3), respectively. When the number of resource block groups assigned to the mobile station device is the threshold r or above, a frequency of high propagation path gain is selected, and a resource block group is assigned discretely without applying precoding to all of the resource block groups.
