PROBLEM TO BE SOLVED: To determine sooner whether a change circuit is normally functioning, even without receiving an external signal. SOLUTION: Concerning an input signal 302 output from an output buffer 1, a state of the input signal is held by a hold circuit 3, when it is possible to determine whether a slew rate function is normally working, and a signal 307 in a state (at Low if normal) corresponding to a held state is inverted and output to a hold circuit 217 via AND circuits 214 and 215. When a slew rate signal SR is in High, if the slew rate function is normally working at the output buffer 1, an output signal 312 from the hold circuit 217 becomes High, determining a semiconductor circuit 650 as being without defects; and if the slew rate function is not working normally, the output signal 312 becomes Low, determining the semiconductor circuit 650 as being defective.
