PROBLEM TO BE SOLVED: To improve workability for arranging a seat cover on a seat back by simultaneously performing the process for applying drawing-in to form recessed accent for designing on the seat cover and the process for fastening an opening of the seat cover. SOLUTION: One end of a drawing-in string 40 is held by the gripping part 53 of a fastening member 50 and the fastening member 50 is pulled to a fastening position T while turning in. The fitting hook 52 of the fastening member 50 is fitted to a fixing hook member 80 at the fastening position T. Thereby, a cylindrical inserting part 31 for inserting the drawing-in string 40 is drawn into the inside (a back surface Rr) of the seat back 11, so that a front opening edge 22a is fastened while forming the recessed accent 30 for designing.
