PROBLEM TO BE SOLVED: To provide a soil packing device by which the uniform amount of soil can be packed in seedling cultivation cell trays, and to provide a method for producing a seedling cultivation cell tray. SOLUTION: A soil amount-adjusting tray 201 having a plurality of cylindrical protruding parts 205 protruding toward a first main surface is disposed on a cell tray 101 having a plurality of recessed parts 102, so that the cylindrical protruding parts 205 are inserted into the recessed parts 102, and the soil is supplied into the recessed parts 102 through the cylindrical protruding parts 205 from the second main surface of the soil amount-adjusting tray 201.
