PROBLEM TO BE SOLVED: To provide a water-based coating agent composition which is soluble or dispersible in water and provides a cured film having excellent hardness and scratch resistance, and which stabilizes a hydrophobic monomer easily by emulsification when the hydrophobic monomer insoluble in water is jointly used, and exhibits excellent adhesion to various kinds of plastics. SOLUTION: The water-based coating agent composition includes a reaction product (B), obtained by reacting a radically polymerizable vinyl monomer (b) having a carboxy group with a polymer (A) obtained by polymerizing a radically polymerizable vinyl monomer (a1) having an epoxy group, a radically polymerizable vinyl monomer (a2) having a polyalkylene glycol ether structure in the molecule, and a monomer component (a3) containing a 2-30C alkyl (meth)acrylate, and pentaerythritol tri(meth)acrylate (C).
