<p><P>PROBLEM TO BE SOLVED: To suppress increase in load of processing by a processor accompanying increase in coding rate of various media signals without damaging flexibility in generating a transmission packet in accordance with the situation of generating coded media signals to be multiplexed. <P>SOLUTION: A multiplexing request management unit 7 is provided for holding a multiplexing request MC output from a packet multiplexing control unit 4 and selecting any one of one or more held multiplexing requests MC.
