PROBLEM TO BE SOLVED: To solve the problem that only a rough position of a cellular phone etc., can be known since through conventional position information service for cellular phone etc., cell information etc., held in a home memory is provided as position information. SOLUTION: In a position information providing system which provides position information on a portable terminal which is powered OFF, a radio controller informs a service controller that the portable terminal is powered OFF when receiving a power-OFF signal from the portable terminal, and extracts position information on the portable terminal from a plurality of pieces of position information held by itself to transmit the position information to the service controller when receiving a request for sector information as position information on the portable terminal from the service controller in reply thereto.
