PROBLEM TO BE SOLVED: To provide a charger which can prevent dragging of a charging cable even if a vehicle moves at the time of charging and to provide the vehicle. SOLUTION: The charger 500 is provided with a charging control ECU 80 determining movement of the vehicle and a charging plug 580 which is engaged with the hybrid vehicle 100 when an amount of movement of the vehicle is less than a prescribed value and releases engagement with the hybrid vehicle 100 when the amount of movement of the hybrid vehicle 100 is a prescribed value or above.
