PROBLEM TO BE SOLVED: To provide impregnated paper using neither a formaldehyde-containing melamine-based resin nor another formaldehyde material possible to cause sick house syndrome as the cases with conventional impregnated paper, capable of improving, using a thermoplastic resin, caster resistance, interlaminar strength, and delamination strength, capable of reducing excessive coating solution impregnation contents, thus even if being low in impregnation contents, usable for flooring materials. SOLUTION: The impregnated paper for a flooring material is formed by coating or impregnating a coating solution for paper base material; wherein as the coating solution, such one as to contain at least a thermoplastic resin but contain no formaldehyde is to be used; wherein the thermoplastic resin is made of a butadiene-based latex.
