PROBLEM TO BE SOLVED: To provide a person allocation device or the like that properly allocates a person to be treated to an operator on the basis of the relation between the operator and the person to be treated.

SOLUTION: The person allocation device for allocating a person to be dunned to a telephone operator includes: an operator information storing means 350 for storing operator information on the operator; a delinquent basic information storing means 340 for storing delinquent information on a delinquent; a relation strength determination part 320 for determining the strength of the relation between the operator and the delinquent on the basis of the operator information and the delinquent information; and an allocation part 330 for allocating the delinquent to the operator on the basis of the determined strength of the relation between the operator and the delinquent.
