PROBLEM TO BE SOLVED: To provide a hub capable of mixedly connecting a telephone terminal to be connected to a private branch exchange or a button telephone device from the past such as an analog telephone terminal or a multifunctional telephone to an IP communication device including an IP telephone terminal. SOLUTION: This hub includes: an overall control part 201 for controlling the entire operation of a telephone terminal control hub 105; an IP communication control part 202; a voice control part 203; and a telephone terminal control part 204. Call control information from a telephone terminal connected to the telephone terminal control hub 105 is converted into an IP packet; incoming ringing is performed by an IP telephone terminal connected to an IP network by transmission thereto; and voice data transmitted as packet data and PCM voice data are converted to each other in speaking, and transmitted to the telephone terminal via the telephone terminal control part 204.
