<P>PROBLEM TO BE SOLVED: To provide a roller having a high coefficient of dynamic friction to prevent paper from sliding, and also having the coefficient of dynamic friction prevented from becoming low due to adhesion of dust or the like even if used for a long time. Ž<P>SOLUTION: The electrostatically flocked roller consists of: a cylindrical roller body; and a large number of fiber members having a roughly identical length planted on the surface of this roller body by electrostatic flocking. In the electrostatically flocked roller, at least the tip of this fiber member is individually independent and covered with a rubber member. A method for manufacturing the electrostatically flocked roller consists of the steps of: coating an adhesive on the exterior of the roller body; supplying the fiber member adjusted to a roughly similar length using electrostatic suction force by a high pressure electrostatic field with each fiber member scattered; drying the adhesive to fix the fiber member; attaching liquid rubber to the tip of the fiber member; and drying this liquid rubber.
