PURPOSE: A device and a method for monitoring a control channel in a multi carrier system are provided to blind-decode only an essential element carrier, thereby reducing power consumption. CONSTITUTION: A base station and a terminal exchanges multi carrier capability each other(S510). The base station and the terminal set a reference carrier(S520). The base station transmits a control field to the terminal through the reference carrier(S530). The terminal monitors a control channel for a multi carrier based on information of the control field(S540). The reference carrier is allocated based on a cell property, a terminal property, a terminal group property, or a service property.
