PURPOSE: An image transmission control device and a method for operating the same are provided to change encoded method according to the measured channel state, thereby steadily transmitting information in any channel state. CONSTITUTION: An information generator(103) generates a plurality of image packets by encoding an image. A transmitting unit(105) transmits one part among the image packets to a receiving device. A receiving unit(101) receives a reception check message or reception disable message from a receiving device. A encode rate determination unit(102) checks a channel state by total amount of a message which receiving is not acceptable. The encoding rate determination unit determines the encode rate corresponding to the channel state.
