PROBLEM TO BE SOLVED: To provide an image removing device and an image forming and removing system capable of suppressing degradation of image removing characteristics even when removal of an image formed on material to be recorded is repeated. SOLUTION: The image removing device includes: a peeling means for peeling the image composed of thermoplastic image forming material, which is formed on the material to be recorded, by thermally transferring it to a peeling member on the surface of which a thermoplastic composition layer is formed; a cleaning means for removing the thermoplastic image forming material thermally transferred to the peeling member; and a regenerating means for regenerating the thermoplastic composition layer. The regenerating means includes: a thermoplastic composition layer removing means for removing the thermoplastic composition layer; a thermoplastic composition layer forming means for forming the thermoplastic composition layer on the peeling member from which the thermoplastic composition layer is removed; and a control means for controlling the thermoplastic composition layer removing means and the thermoplastic composition layer forming means.
