PROBLEM TO BE SOLVED: To solve the problem that synchronous separating levels cannot be adjusted stably when AGC pulse signals such as microvision video signals are fluctuated. SOLUTION: A processing device is intended for input signals of videos configuring a plurality of lines and is used as a device for processing video signals. The device for processing the video signals includes: a pedestal sample acquiring means acquiring pedestal samples from the input signals, a pedestal-level computing means computing pedestal levels by using the pedestal samples of a plurality of the lines, and a line counter counting the number of lines of the input signals. The device for processing the video signals further includes a limitation means limiting utilization for computing the pedestal levels of the pedestal samples when the number of lines computed by the line counter is kept within a specified range.
