PROBLEM TO BE SOLVED: To provide an automatic teller machine which achieves power saving without adding components, and to provide a bill depositing and dispensing device used in the automatic teller machine. SOLUTION: The automatic teller machine 10 includes a bill depositing and dispensing device 20 provided with an upper control part 30 for performing communication with the outside through a communication line 41, a conveying part 23 for conveying bills, and a control part 21 for monitoring a communication state with the upper control part and controlling the conveying part. The control part measures non-communication time with the upper control part, and controls the conveying part by a power-saving mode when the measured time is longer than a predetermined time.
