<p><P>PROBLEM TO BE SOLVED: To provide a malfunction-diagnosis system and method for vehicles capable of discriminating whether time information on malfunction data is correct. <P>SOLUTION: The malfunction-diagnosis system 100 for vehicles includes a time information generating means 11 for generating time information in a different manner according to an information processing mode to provide it to an on-vehicle device, recording means 24, 25 for recording a diagnostic code and the time information obtained from the time information generating means in a case where a malfunction is detected, a mode information recording means for recording mode determination information 16, 27 that determines the mode of the time information generating means 11 and a providing means 26 for providing the mode determination information and time information, in order to estimate the mode when the malfunction is detected.
