PROBLEM TO BE SOLVED: To actualize a setting operation which is easy for a user while securing the efficiency of substantially same operation as setting and switching of a plurality of protection regions. SOLUTION: The protection regions are set in the entire area of an opening of a gate (100). When all sensors (121 to 123) arranged at low, intermediate, and high different positions sense light, a work (W) which is short in height is determined and a first muting area (98 (low)) which is relatively short in height or a first muting area (98 (low)) where a muting area is substantially absent is set. When the low-position sensor (12) interferes with the work (W) to block the light, a work (W) which is shorter than the arrangement height of the intermediate-position sensor (122) is determined, and a second muting area (98 (intermediate)) which is intermediate in height is set.
