<P>PROBLEM TO BE SOLVED: To provide an efficient routing guide service system which can be controlled as intended by the owner of a communication apparatus, wherein nuisance communication is excluded and useless communication traffic is reduced by effectively utilizing communication resources and additional devices, and supervisory, anonymous communication and additional devices of the communication apparatus are effectively utilized; and to provide a secure and convenient electronic settlement and moving body charge collection system. <P>SOLUTION: The ruler of a communication apparatus issues an instruction to an electronic secretary interposed between the communication apparatus and a network beforehand. The electronic secretary identifies a caller or communication contents in accordance with instruction contents of the ruler.
