CONSTITUTION: A method of producing an outer cover of a fish-shaped bun includes the following steps: making meringue by forming bubbles with egg white 6~10 parts by weight, white sugar 6~10 parts by weight, and water 15~30 parts by weight; making rich powder dough by kneading meringue with rice flour 35~40 parts by weight; aging the rice flour dough; making mixed dough of the rice flour and wheat flour by kneading the aged rice flour dough with wheat flour 35~40 parts by weight, corn flour 02~05 parts by weight, sodium hydrogen carbonate 0.1~0.3 parts by weight, and baking powder 0.2~0.5 parts by weight, etc; kneading the mixed dough with margarine 5~6 parts by weight for 3 ~ 5 minutes; and mixing the rice flour and wheat flour.
