PURPOSE: An intake control device and an intake/exhaust control device are provided to evenly mix air with fuel by generating vortex in the air through an intake pipe of an internal combustion engine. CONSTITUTION: An intake control device and an intake/exhaust control device comprise an intake controller main body, an intake sliding body(200), and an intake moving shaft(300). An upper intake opening(110) and a lower intake opening are formed on the intake controller main body. The transverse section of the intake sliding body is gradually reduced toward the lower part thereof. The lower end of the intake moving shaft is connected to the intake sliding body in order to slide the sliding body. An intake guide wing is formed on the outer circumference of the intake sliding body. The intake guide wing comprises an intake vortex forming wing.
