A water-absorbent sheet composition comprising an absorbent layer consisting of a water-absorbent resin and an adhesive and being held between two or more hydrophilic nonwoven fabric sheets, wherein the absorbent layer is divided into a primary absorbent layer and a secondary absorbent layer by a water-permeable substrate having a water permeability index of 20 to 90 and the content of the water-absorbent resin in the absorbent layer is 100 to 1000 g/m2. This water-absorbent sheet composition exhibits effects of enabling thickness reduction, contributing to the achievement of gel-blocking and preventing liquid leakage while ensuring, at a high level, the fundamental performance as a water-absorbent sheet composition even in the case of being a water-absorbent sheet composition containing only an extremely small amount of pulp.
