PURPOSE: An RFID tag authentication method for reducing the server load and an RFID reader using the same are provided to reduce the number of information requests to an RFID DB server and dynamically generate an encryption key. CONSTITUTION: An arrangement generating unit generates the arrangement with an index by using a master key corresponding to the identifier of the arrangement with the received index. An encryption key generating unit(106) extracts an arrangement value corresponding to the received index in the arrangement with the index generated in the arrangement generating unit. The encryption key generating unit generates an encryption key. A controller(101) decodes a tag ID by using the encryption key generated in the encryption key generating unit.
