PROBLEM TO BE SOLVED: To reduce a burden of reference electric energy setting process by an operator by setting adequate reference electric energy as needed, and adequately reduce consumed electric energy of a controlled device. SOLUTION: This control device 20 controls the consumed electric energy of the controlled device 34 provided in a store, and is provided with a reference electric energy setting part 26 for setting the reference electric energy as a reference to total electric energy which is a sum of electric energy consumed by the controlled device 34 per unit time for each month, a control part 23 and a device control part 24 for controlling the total electric energy within the reference electric energy by reducing the electric energy consumed by the controlled device 34 by using an electric energy reducing method set depending on each month.
