The device has an enclosure (1) made of steel sheets, where the enclosure is resistant to fire and is in a form of steel house i.e. single or multi-storey dwelling. A fitting element is constituted of a main piece (2) arranged on top of a roof (3), where the main piece and the roof are integrated together and are locked by assembling units i.e. clamping hooks. The fitting element is provided with handles (21). The enclosure and the fitting element are constituted by a reinforcement made of square shaped hollow steel tubes that receive steel plates at interior and exterior.
