<P>PROBLEM TO BE SOLVED: To provide a method for manufacturing a disk-shaped base which can provide a grinding wheel having high grinding efficiency and having a low work load of a worker, and to provide a disk-shaped base. Ž<P>SOLUTION: The method comprises a step 1 of impregnating a glass fiber sheet with resin, a step 2 of heat-drying the glass fiber sheet impregnated with the resin, a step 3 of forming a large disk having a grinding wheel shaft insertion hole at substantially the center thereof from the heat-dried glass fiber sheet, a step 4 of superimposing a plurality of the large disks, and hot-pressing the disks, and a step 5 of mounting a flange that makes the grinding wheel shaft insertion holes in the large disks communicate with each other.
