<P>PROBLEM TO BE SOLVED: To reduce power consumption while securing responsiveness of a tag when it is used for communication by changing a mode at proper timing, in an access control system. <P>SOLUTION: When the tag 30 carried by a user A enters a start-up signal area 71 and receives a start-up signal, the tag 30 enters a standby mode from a sleep mode.
