PROBLEM TO BE SOLVED: To provide composite powder for producing cermet having high strength, high toughness and high hardness, and exhibiting excellent tool properties when being used for a cutting tool made of cermet or the like, and to provide a method for producing the same. SOLUTION: Ti-based powder and a solution of a water soluble salt comprising Co and/or Ni are mixed and dried, so as to prepare a raw material mixture, and the raw material mixture is subjected to heat treatment in an inert gas atmosphere to thermally decompose the water soluble salt, and thereafter, reduction treatment is performed, to obtain composite powder for producing cermet in which the fine particle powder of Co and/or Ni of 5 to 30 wt.% is compounded to the surface of the Ti based powder in a deposited form, further, specific surface are (BET value) is ≥2.0 m<SP>2</SP>/g, and the content of oxygen is ≤4.0 wt.%.
