The apparatus has a plate rolling machine hanging near a front edge (3) by a hinge (10) and fixed to a swash plate (11), which is suspended by another hinge to a bracket (14). A forming part of a frame (8) is mounted on a conveyor. An upper strand (4) is moved to the front edge of the plate rolling machine, and is fixed on a plate. A front plate of a reel oscillates on pivotal parts. A posterior part of the plate rolling machine is pivoted on the hinge. The front edge of the plate rolling machine forms an acute angle with a surface of the upper strand.
