<p><P>PROBLEM TO BE SOLVED: To provide a display function which is stably operated with the weak electromotive force of a solar battery in an IC card with display, which mounts a display function element and has the solar battery drive the display function element. <P>SOLUTION: A charge capacitor 23 is provided in parallel to a solar battery 24 and when a display control IC 21 drives a display function element 20, timing with which a charge period is saved by weight processing is controlled.
