PROBLEM TO BE SOLVED: To provide an image-forming device and an image-forming method which can carry out process control with an appropriate timing. SOLUTION: A computation part 12a computes an average printing rate for an image which is formed by an image-forming part 1, at a predetermined time zone, and then a determination part 12b determines whether process control is to be executed, on the basis of the average printing rate computed by the computation part 12a. A process control-managing part 12c manages the process control executed by the image-forming part 1, on the basis of the result of the determination made by the determination part 12b.
