<P>PROBLEM TO BE SOLVED: To provide an environment-friendly and inexpensive hydraulic power generating device efficiently providing electric power using the streams of rivers or a tidal current as it is, without using such a traditional method for generating hydraulic power that a dam or related facilities are constructed and the natural environment is destroyed. Ž<P>SOLUTION: A hydroelectric turbine section is a spiral turbine blade formed by twisting plate-like elastic material. The specific gravity thereof is set to be approximately the same as fluid.
