PROBLEM TO BE SOLVED: To provide a waste heat recovery system of an internal combustion engine wherein the quantity of regenerated energy being transmitted to the internal combustion engine is increased by a simple structure. SOLUTION: The controller (500) of the waste heat recovery system in the internal combustion engine (100) includes a determination means for determining whether or not it is necessary to boost the pressure of a heat transfer medium in heat exchangers (308, 310) on the basis of the pressure detected at least by a high-pressure sensor (502). When the determination means determines that the pressure in the heat exchangers (308, 310) is required to be boosted, the controller (500) controls a flow rate limit valve (506) to start limitation of the flow rate of the heat transfer medium while operating a pump (304), and to continue limitation at least until the determination menas determines that the pressure in the heat exchangers (308, 310) is not required to be boosted, before ending limitation.
