PURPOSE: An apparatus and a method for communication relay of a vessel are provided to enable communication through a communication network of a land when a vessel is placed at sea near a land. CONSTITUTION: A communication signal conversion unit(30) converts a communication signal for the connection of vessel communication network to an inland communication network. A satellite signal converting unit(20) converts a communication signal for the connection of the satellite communication network to the communication network. A location signal production unit(40) calculates the location information of a vessel, and a control unit(50) uses the location information of the vessel to connect the inland mobile communication network to the satellite communication network.
