PURPOSE: A variable hybrid heat pump cooling and heating device using a membrane separation advanced sewage processing device is provided to continuously supply enough sewage in a proper temperature rage which is used for heat-exchange of the heat pump cooling and heating device. CONSTITUTION: A variable hybrid heat pump cooling and heating device is connected to a heat from sewage supply and return pipe. The heat pump cooling and heating device is formed with a single or multiple cooling and heating cycle pipe on which a heat-exchanger(22) and a heat pump are successively connected. The heat from sewage supply and return pipe supplies sewage heat to the heat-exchanger of the cooling and the heating device.
