PROBLEM TO BE SOLVED: To provide a compact, easily manufacturable optical waveguide circuit which is suitable for WDM optical communication and capable of changing a signal light diameter, and to provide an optical circuit device including the optical waveguide circuit. SOLUTION: The optical waveguide circuit 1 includes: a core layer 5; and a cladding layer 6 disposed on a substrate 2. The core layer 5 includes: a linear part 10; a branch 20 including a stem 21 whose center line lies on an x-axis, and offshoots 22a and 22b; and a pair of curved-lines 30a and 30b, a distance therebetween is gradually enlarged as they separate farther from a y-axis passing through a junction P<SB>0</SB>. An angle formed by the x-axis and each of the offshoots 22a and 22b is in the range of 40°to 90°, and the portions closer to the branch 20, of the pair of curved-lines 30a and 30b are formed to a pair of first circular-arcs 31a and 31b with each convex side directed to the x-axis. accordingly, the ends of the pair of curved-lines 30a and 30b, and the portion 61 lying between the pair of curved-lines 30a and 30b, of the cladding layer 6 are made to function as input/output ends of the large-diameter signal light L<SB>2</SB>.
